Victims of Terrorism in Indonesian Criminal Justice System

The interrelatedness of victims and perpetrators has been long recognized in the fields of criminology and victimology, but it has been often ignored in the case of terrorism. In terms of terrorism, the terrorists have little concern for the individual victim, focusing instead on society. Since an attack can affect a wide range of people, this paper aims to look at the continuum of victimization in terrorism. It also aims to examine the victimhood for the victim. So the result of this study may assist in enhancing the understanding of interrelatedness on the roles of victimhood for both the victims and perpetrators.
In the context of Indonesia, this country has sought to cut down the threat of terrorism in recent years.  In May 2018, the Indonesian government updated its anti-terrorism legislation, and among of the amendments is the recognition of the rights of victims of terrorism.  Thus, the second aims of this paper are more policy-relevant dimensions.  This paper will explore how the Indonesian criminal justice system provides the right of the victims of terrorism, as well as the state’s responsibilities regarding victims of extremist violence on Indonesian soil.
